BLS International website doesn't give us the whole story. the details are scattered.They do not accept visa or mastercard. They accept only money order or cashier's cheque. After a 'walk in, it was learned that they would accept cash also as a courtesy. It it time to revamp the whole process including the website. If you calculate, the expenses are way up just to visit. Ten year visa fee and renunciation fee come to about $ 400 per member in a family.( if a family member became american citizen after 2010).OCI process is too cumbersome and frightening.

Hon President and Hon Prime Minister of India:
"We the people of Indian origin
who are now foreign citizens and holders of OCI cards [Lifelong multiple Visa
as per the amended Indian Citizenship Act of 1955] appeal to the President of
India and the Prime Minister of India to intervene and resolve the hardships
encountered by us due to the improper implementation of the amended Citizenship
Act [section 7 A]. Coordination of four ministries [Home affairs, External
Affairs, Finance and Overseas India Affairs] is required for the proper
execution of the Act to achieve the following:
1. Make the OCI card an independent lifelong multiple entry visa card [just
like PIO card] having digitalized information of our Indian and Foreign
addresses, photo, date and place of birth, profession, Pan card number[if any],
2. Eliminate the renunciation rule of old Indian passport while issuing OCI
card or while applying for Indian visa.
3. Enforce OCI Card as an Identification Card for all
government/legal/financial transactions/documentation and promulgate this
information through ‘The Gazette of India”.
As an interim step, stop all procedures/rules recently introduced for the
renewal of OCI cards.
We also appeal to the President and Prime minister of India to introduce
appropriate legal and administrative steps to address the following issues
1. Provide legal protection for our investments assets in India and introduce a
tribunal with judiciary powers to settle all civil litigations, expeditiously
2. Address the matters involving Indian nationals as well as people of Indian
origin, in foreign prisons as a result of miss-trials and denying natural
justice, through foreign missions of India and extend to them appropriate

1. The problems faced by Pravasi Indians who have taken citizenship of other countries, but continue to have connections with India - movable and immovable property, families and friends in India and need to visit India for obligatory purposes. Many of them would like to get their children educated in schools or colleges in India so that the next generation would not get detached from their traditions and culture. Many of them look for matrimonial alliances from India for their children. They currently face problems concerning OCI cards, PIO cards and all other problems relating to property transactions, visits to India, remittances to India and so on.
2. The second category consists of Indian citizens who have permanent or temporary residence permits to work in other countries. They are Indians who find it difficult even to open bank accounts in India with all the formalities like PAN card, Adhar card, proof of address and residence in India and so on. They have problems in buying or selling properties in India, in maintaining bank accounts, in transacting in stocks and shares, in filing tax returns and so on. They cannot exercise their right to vote in elections.
The Pravasi Ministry both at the Centre and the States do not seem to have addressed any of these problems being faced by the Non Resident Indians, who promote to the economic advancement of India through foreign remittances and through property transactions.
The main problem in property transactions is the prevalence of black money in India. No one in India is ready to register property for the purchased value when purchasing property. In selling property no one comes forward to register for the sale amount.
The general problem of corruption, unfriendly and bureaucratic attitudes of bureaucrats towards customers, and the prevalence of black money are some of the major issues that turn away Non Resident Indians and their children from their motherland.
What will the Pravasi Minister and his Ministry do to address these issues?
When can we see promises turn into actions?

about Sir? Did you resolve the simple problems raised by first generation
Pravasis ranging about Passport, Passport Renunciation, OCI issues,
inefficiencies of Indian Consulates, irresponsibility, putting blame on other
departments, pointing fingers to bureaucrats? You are the Pravasi Minister. You
were there for long time. Many Pravasi Associations, representatives gave many
memorandums to you and to your various departments. Where did all that go?
Please do not get angry. How much longer time you need to resolve these issues?.
Please resolve those
issues first, and then talk about the second generation pravasis up here. When
we get harassments and ill treatments from our favorite land’s bureaucrats and
institutions, how we Pravasis, whether first or second generation take interest
there. We are wounded and wounded from the Prasvasi Ministry’s inaction.
