വിദേശ ഇന്ത്യാക്കാര്‍ക്ക് ആധാര്‍ കാര്‍ഡ് ആവശ്യമില്ല (ജോര്‍ജി വര്‍ഗീസ്)
ഈ വര്‍ഷം ഇന്ത്യ സന്ദര്‍ശനത്തിനു പോയ മലയാളികളില്‍ നല്ല പങ്കും തങ്ങളുടെ വിലയേറിയ സമയം ആധാര്‍ കാര്‍ഡിനുവേണ്ടി അക്ഷയകേന്ദ്രങ്ങളില്‍ ചെലവഴിച്ചവരാണ്. ഏറ്റവും പുതിയ കണക്കുകള്‍ അനുസരിച്ച് ഇന്ത്യയിലെ 18 വയസ്സിനു മുകളിലുള്ള 99% ആളുകള്‍ക്ക് (111കോടി) ആധാര്‍ കാര്‍ഡ് ഉണ്ട്. 2017 ഡിസംബര്‍ അവസാനത്തോടെ എല്ലാ ബാങ്ക് അക്കൗണ്ടുകളും ഫോണ്‍ നമ്പറുകളും ആധാര്‍ കാര്‍ഡുമായി ബന്ധിപ്പിക്കാന്‍ ഇന്ത്യയിലെ ജനങ്ങള്‍ നെട്ടോട്ടമോടുകയാണ്.

ആധാര്‍ കാര്‍ഡിന്റെ അഭാവത്തില്‍ യാതൊരു ആനുകൂല്യങ്ങളും ജനങ്ങള്‍ക്ക് നിഷേധിക്കയില്ല എന്നു Aadhaar Act- ല്‍ വ്യക്തമാക്കുന്നു എങ്കില്‍ത്തന്നെ ഇക്കഴിഞ്ഞ വര്‍ഷങ്ങളില്‍ മിക്കവാറും എല്ലാ സര്‍ക്കാര്‍ സംവിധാനങ്ങളും ആധാര്‍ നിര്‍ബന്ധമാക്കി. വസ്തു ക്രയവിക്രയങ്ങള്‍ക്കും ബാങ്കു സംബന്ധമായ പ്രവര്‍ത്തനങ്ങള്‍ക്കും മറ്റു സര്‍ക്കാര്‍ ഓഫീസുകളിലും ആധാര്‍ നിര്‍ബന്ധമാക്കിയത് വിദേശ മലയാളികളെ വല്ലാതെ വലച്ചു. ഫൊക്കാനാ ഉള്‍പ്പെടെയുള്ള പല മലയാളി സംഘടനകളും ഇതിനു പരിഹാരം കാണാന്‍ ഗവണ്‍മെന്റിലും കോണ്‍സലേറ്റുകളിലും നിരന്തരമായി സമ്മര്‍ദ്ദം ചെലുത്തിയിരുന്നു.

നവംബര്‍ 15 നു ഗവണ്‍മെന്റ് ഓഫ് ഇന്‍ഡ്യ പുറത്തിറക്കിയ വിജ്ഞാപന ത്തില്‍ ആധാര്‍ കാര്‍ഡ് വിദേശ ഇന്‍ഡ്യക്കാര്‍ക്ക് ആവശ്യമില്ലാ എന്നു വ്യക്തമാക്കി. അപേക്ഷിക്കുന്ന ദിവസത്തിന്റെ തൊട്ടുമുമ്പുള്ള 12 മാസത്തില്‍ 182 ദിവസങ്ങള്‍ ഇന്ത്യയില്‍ താമസിക്കാത്ത യാതൊരാള്‍ക്കും ആധാര്‍ കാര്‍ഡ് അപേക്ഷിക്കാന്‍ അര്‍ഹതയില്ല എന്ന് വിജ്ഞാപനത്തില്‍ പറയുന്നു. NRT, OCI, POI കാര്‍ഡുള്ളവര്‍, വിദേശരാജ്യങ്ങളില്‍ Immigrant ആയ ആളുകള്‍ എന്നിവര്‍ ഇന്ത്യയില്‍ 182 ദിവസങ്ങള്‍ താമസിക്കുക എന്നത് സാധാരണമല്ലാത്തിനാല്‍ ആധാര്‍ കാര്‍ഡ് ആവശ്യമില്ല.

State Bank of India യുടെ നവംബര്‍ 2017 ലെ പ്രസിദ്ധീകരണത്തില്‍ വിദേശ ഇന്ത്യക്കാര്‍ക്കുള്ള NRI Account കള്‍ക്ക് ആധാര്‍ കാര്‍ഡുകള്‍ ബന്ധിപ്പിക്കേണ്ട ആവശ്യമില്ലാ എന്നു വ്യക്തമാക്കിയിട്ടുണ്ട്.

ഏതെങ്കിലും സര്‍ക്കാര്‍ സ്ഥാപനങ്ങളോ മറ്റ് ഏതെങ്കിലും പ്രസ്ഥാനങ്ങളോ ആധാര്‍ കാര്‍ഡ് ആവശ്യപ്പെട്ടാല്‍, തങ്ങളെ ആധാര്‍ കാര്‍ഡിന്റെ പരിധിയില്‍ ഉള്‍പ്പെടുത്തിയിട്ടില്ലായെന്ന് അറിയിക്കാം. എന്നാല്‍ ആധാര്‍ കാര്‍ഡ് എടുത്തിട്ടുള്ള വിദേശ ഇന്ത്യക്കാരുടെ കാര്യത്തില്‍ ഏന്തു നിലപാടാണെന്ന് വ്യക്തമാക്കിയിട്ടില്ല

Dear Joji: If u want to do any real estate transaction in India, you need the aadhar card. Govt. is issuing various bulletins regarding this issue. But in reality, you really need the aadhar card, The law is one thing, but in reality, the petty govt. 'servants' will ask for this i.d.  It will only take a couple of days to get this card; but you have to be personally present here to submit this application, since they need to take the photograph of your eyes. Submit the application, give the address of a relative or a person whom you trust, then go back. The card will arrive in the mailing address you provided; from experience.
As you think, FOKANA or FOMMA has not much influence in the Indian govt., not even at the Kerala govt. The most you can get is a photo opportunity with the leaders.. Sincerely, your friend Raju MYLAPRA,

Mr Joji did a fact based reporting. Not his opinion. He wants to bring the changes in the Indian law to the emalayalee audience,  Considering the way Modi Govt comes with fast laws and implementing it and if any short comings they correct it fast.  It is no more  Vayalar Ji's Congress govt. at the center.
Mylapra and Ommen are doing typical Malayali style giving opinion on everything. Considering the way India changing, your opinion of try to get Adhar, is urging people to take the wrong route.  That was exactly the point of Joji's article. You don't have to try to get Adhar as Govt heard the troubles of NRIs and changed law for them. Unlike in the past these circulars reach lower levels very fast and they implement it quickly.

ആധാർ കാർഡ് പ്രവാസികൾക്ക് ആവശ്യമില്ല എന്ന പ്രസ്താവനയോട്  യോജിക്കാൻ ബുദ്ധിമുട്ടാണ്.   പ്രവാസിയാണെങ്കിലും അല്ലായെങ്കിലും നാട്ടിലെ ഒട്ടുമിക്ക കാര്യങ്ങൾക്കും ആധാർ നിർബന്ധമാക്കിയ സാഹചര്യത്തിൽ   ഓവർസീസ് സിറ്റിസൺ കാർഡ് ഹോൾഡേഴ്സ് ഉൾപ്പെടെ  എല്ലാ പ്രവാസികൾക്കും ആധാർ ലഭ്യമാക്കുന്ന കാര്യത്തിന് വേണ്ടി പ്രവാസി സംഘടനകൾ മുന്നിട്ടിറങ്ങണം .  182 ഡേ റൂളിൽ നിന്നും ആധാർ കാര്ഡിനെ ഒഴിവാക്കണം.  ഈ ആവശ്യം  ടാക്സ് വിഷയങ്ങളുമായി കൂട്ടിക്കുഴക്കാതെ, ഓ സി ഐ കാർഡിനും, വിസ ഓൺ അറൈവലിനും വേണ്ടി പ്രവർത്തിച്ചതുപോലെ തന്നെ ഇക്കാര്യത്തിനു വേണ്ടിയും,   പ്രവാസികളും  പ്രവാസി സംഘടനകളും ശബ്ദമുയർത്തുകയും പ്രവർത്തിക്കുകയും ഒക്കെ വേണം.  എംബസി, കോൺസുലേറ്റ്, തുടങ്ങിയ  ഇന്ത്യൻ മിഷനുകളിലൂടെ  ആധാർ കാർഡ്, പാൻ കാർഡ് എന്നിവ ലഭ്യമാക്കുവാനും അധികാരികൾ നടപടിയെടുക്കുന്നത് വളരെ സഹായകമാവും.

Fok-Ana, the mother organization of all chinna malayalee organization is instumental for all my sucess in USA. When I came to America I was living in a one bed room apartment. Now I live in my own house. When I came I knew only how to use a typewriter. Now I use laptops and Ipads. I used to tie Indian tie on my waiste. Now I tie the tie on my neck. What an improvement. How could I have accomplished all these with out the support and guidance of Fok-ana. I am sure Fok-Ana will scold Modi for this Adar issue. Can NRI, PIO and OCI Applying for Aadhar Cards? No Government measure has evoked as many reactions or raised as many questions as the Aadhar Card and the Aadhar number, India’s very own unique identification number scheme for all its residents. The thought behind the Aadhar Card scheme though noble has given rise to a lot of confusion among the general populace. There is ambiguity over the exact importance of this document in the hierarchy of various documents that serve as identification and/or address proofs, for example: Is it a mandatory document?, does it replace the ration card as an address proof or a proof of citizenship?, does it serve as an ID and address proof for all purposes? Etc.

Another big question that always surrounds the Aadhar Cards is whether Non resident Indians (NRIs), Persons of Indian origin (PIO), Overseas Citizen of India or foreigners can apply for the same, and if that is so then whether the Aadhar Card is a valid proof of citizenship?

What do the terms NRI, PIO and OCI actually mean?

Now many of you may be familiar with the above mentioned facts, but most of you do not exactly know what those terms mean, thus before we tell you how to apply for an Aadhar Card we shall provide you with a brief overview as to what do the terms Non resident Indians, Person of Indian Origin and Overseas Citizens of India exactly mean.

Non Resident Indians (NRIs) – All those who are even slightly aware of mainstream media have to have heard the term NRI sometime or the other. However this term is often misused and used interchangeably with PIO, thus often people use the term NRI even when they actually mean to denote a PIO. To clear all doubts, an NRI is any person who holds an Indian Passport but has moved abroad for a period of not less than 6 months for the purpose of education, work or any other purpose. It should be noted that this shift should necessarily be temporary and not permanent.

Person of Indian Origin- Often mistakenly referred to as an NRI, any person whose origins can be traced back to India but who is no longer a citizen of India is called a Person of Indian Origin. These people are citizens of foreign countries but may have been Indian citizens previously or they would qualify as PIOs even if their direct ancestors were born in India.

Overseas Citizen of India- India does not have a system of dual citizenship, which means that any person holding an Indian passport cannot hold a passport of any other country. However this has traditionally been a big bone of condition between the Indian governments and the huge Indian presence abroad. Thus to appease the millions of Indians living abroad the Indian government came out with a middle path in the form of OCI or Overseas Citizens of India cards. Even though these cards do not confer to its holders the citizenship of India, it essentially provides a lifetime visa to the holders, thus they can come and go into the country whenever they wish to, and the only requirement is that they need to have their OCI cards with them. They can travel to and fro from India even without a passport on them. Thus India still does not allow dual citizenship but through the OCI card it provides almost all the benefits available to a citizen, to the card holders, subject to some conditions of course.

Can NRI, PIO and OCI Applying for Aadhar Card?

This article aims at lying to rest all the doubts that you may be having regarding this. It has been made clear by the Central Government that the Aadhar card is not a proof of citizenship, and this has never even been the objective of the scheme at all. The objective of the Aadhar project is to provide a unique number to each and every person resident in India, regardless of their age, gender, caste, creed etc. Thus there is no question of it serving as a proof of citizenship and it has been declared that any NRIs, PIOs, OCIs or foreigners who are citizens of other countries but resident in India can apply for an Aadhar Card.

How to apply for an Aadhar Card?

The Aadhar Card is provided by the Government of India free of cost, thus persons wishing to obtain an Aadhar Card just need to apply for the same and complete all the procedures, without having to pay anything. However the application process for an ordinarily resident Indian citizen and for an NRI or PIO or OCI or a foreign resident is the same. Apply Aadhar Card Online and Offline. No separate provision has been provided for persons belonging to those categories. This means that the persons falling under those categories shall have to visit any one of the numerous Aadhar enrollment centers operating in the country if they wish to obtain the card. Thus NRIs, PIOs etc. cannot apply for an Aadhar Card from abroad, their physical presence is required during the application.

The various steps in obtaining the Aadhar Cards are:

  1. The first and foremost step for those individuals i.e NRIs, PIOs, OCIs etc. is to visit India in person and present themselves at any Aadhar enrollment center nearest or most convenient to them.
  2. The online facility for Aadhar is restricted to booking an appointment at an enrollment centre for a particular date and time. This facility is provided for all, thus the above mentioned individuals can use it too.
  3. The applicants should ensure that they arrive at the centre on time and they should carry with them their proof of birth e.g.: their birth certificates and their identification and address proofs. The list of the documents that are accepted as Identity, Birth and Address proofs under the Aadhar scheme are freely available online and also on the website of the UIDAI.
  4. Since the Aadhar Card contains an individual’s biometric details it is being widely used for identification purposes as it makes impersonating another person next to impossible. Thus the applicants at the time of the application; shall not only have their photographs taken, but their fingerprints too. In addition to that they shall even have their irises scanned and kept on record.
  5. The addresses provided by the applicants can be a foreign address; however the phone number provided by them has to be an Indian number. They have to ensure that the number is operative until they receive their Aadhar details on that number. After that the Aadhar Cards shall be sent to them at their addresses by post within 3 months. Meanwhile they can always check the status of their Aadhar cards online.
  6. For applicants whose Aadhar cards have been processed but they have not received it within the time period for any reason whatsoever, these persons can download an electronic version of their Aadhar Card and have it printed out. This print out shall for all intents and purposes serve as the actual Aadhar Card, in the meantime they can of course apply or send an intimation to the authorities to resend their Aadhar Card.

Texan 2 does not know a damn thing. Modi govt.'s drastic changes were utter failure. Just, one example - the currency changes. So many small business people lost their business and wiped out completely. They have no real policies about animal protection.  The only thing they all agree together is to worship the cow and beat the poor dalith people. I would recommend Texan 2 to subscribe to some manlayalam T.V. channels and watch the news programs.
You need aadhar, to do any transactions in India, including to use cell phones. If you go to a govt. office with an OCI card, they don't even know what the hell it is. Don't blame MYLAPRA and Thomss Oommen for shedding some lights to the real fact. Stay away from your stupid comments Mr. Texan 2.

വിവരംകെട്ടവര്‍ക്ക്  വിവരകേട്‌ വിളിച്ചു കൂവാനും, കൈയടി  വാങ്ങാനും ഉള്ള സംഗടനകള്‍  ആണ്  സുനു പറയുന്നവ. ന്യൂ യോര്‍കിലെ  സര്‍ഗ വേദി, വിചാരവേദി  പോലെ ഉള്ള  കൂട്ടായിമ ഹൂസ്ടനില്‍  ഉണ്ട്  ഷിക്കാഗോയില്‍ ഉണ്ട് . അവയില്‍  ചെന്നാല്‍ വിവരം ഉള്ളവര്‍ സംസാരിക്കുന്നതു കേള്‍ക്കാം.

If you stayed in India for more than 182 days, you can apply for Adhar.  If not , if you apply , check the form you are signing. You are acknowledging you stayed in India for 182 days. That is a precondition. Later that can be an issue for the NRI benefit you are getting ( tax exempt from interest etc.. ). Also willfully you are declaring wrong thing.   So , Mylapra panchayat Akshaya kendra may be more than happy to encourage you to apply  one or even more Adhar ( as they know you "foreigner" will tip him with green notes even for a free service ), later you are going to be in trouble.
What Mr Joji's article is trying to say is. Govt . of India heard your troubles and they said(on Nov 15- 2017), here after you don't need Adhar. Use your other documentations ( OCI etc. ) to get the service you are looking for in India.  Is it hard to undestand people? Or is it simply because the Malayali syndrome of I'm smarter than you, even when facts are placed infront of you and a professional is speaking.

Narmam vere, serious matter vere. Let experts handle serious matter. Don't mix up both, especially on an informative news article.
