കുടിയേറ്റ ശ്രമവുമായി ഒരു സംഘം മധ്യഅമേരിക്കന്‍ വംശജര്‍ അമേരിക്കന്‍-മെക്‌സിക്കന്‍ അതിര്‍ത്തി നഗരമായ ടിവാനയില്‍ എത്തി. അഭയം തേടുന്ന കുടിയേറ്റക്കാരുടെ കാരവന്‍ എന്ന് സ്വയം വിശേഷിപ്പിക്കുന്ന പല സംഘങ്ങളിലായി ബസുകളിലാണ് എത്തിയത്.
ഒരാഴ്ച മുമ്പ് മെക്‌സിക്കോയിലെ അതിര്‍ത്തി നഗരത്തില്‍ 50 പേര് എത്തിയിരുന്നു. തുടര്‍ന്ന് ഈയാഴ്ച 330 പേര് കൂടി എത്തി. ചില സംഘങ്ങളില്‍ കൂടുതലും കുട്ടികളും സ്ത്രീകളുമാണ്. പുരുഷന്മാര്‍ കുറവാണ്. കാരവന്‍ അതിന്റെ യാത്ര ഒരു മാസം മുമ്പ് ആരംഭിച്ചപ്പോഴേ അമേരിക്കന്‍ പ്രസിഡന്റ് ഡോണള്‍ഡ് ട്രമ്പ് നിശിതമായി കുടിയേറ്റ ശ്രമത്തെ വിമര്‍ശിച്ചിരുന്നു.
വളരെയധികം സുശക്തമായി അമേരിക്ക അതിര്‍ത്തി സംരക്ഷിക്കുന്ന ഒരു മേഖലയാണ് ടിവാന. ഇവിടെ അതിര്‍ത്തിവേലിക്കും മതിലിനും ഏതാനും മീറ്റര്‍ അകലെയായി സംഘടിപ്പിച്ചിരിക്കുന്ന കുടിയേറ്റ ക്യാമ്പുകളിലാണ് ഇവരെ പാര്‍പ്പിച്ചിരിക്കുന്നത്. മേല്‍നോട്ടം വഹിക്കുന്നത് പ്യൂബ്‌ളോസ് സിന്‍ഫ്രോണ്ടരാസിന്റെ സംഘാടകന്‍ അലക്‌സ് മെന്‍സിംഗാണ്.
കാരവനുകള്‍ അഭയംതേടി എത്തുന്നത് പുതുമയല്ല. 2014ല്‍ ബരാക്ക് ഒബാമ ഭരണകൂടം ടെക്‌സസിലെ റിയോഡി ഗ്രാന്‍ഡ് വാലിയില്‍ അതിര്‍ത്തി കടക്കാന്‍ ശ്രമിച്ച രണ്ട് ലക്ഷം മധ്യ അമേരിക്കന്‍ വംശജരെ അറസ്റ്റു ചെയ്ത് യു.എസ്. ബോര്‍ഡര്‍ ഇന്‍സ്‌പെക്ടേഴിനെ ഏല്‍പിച്ചിരുന്നു. 2016 ല്‍ ഹെയ്ടിയില്‍ നിന്ന് സാന്‍ഡിയാഗോ അതിര്‍ത്തിയിലൂടെ അഭയാര്‍ത്ഥി പ്രവാഹം ഉണ്ടായി. അന്ന് മെക്‌സിക്കോയുമായി ചേര്‍ന്ന് അമേരിക്ക അന്ന് ഒരു ടിക്കറ്റിംഗ് സംവിധാനം നടപ്പിലാക്കി. ടിവാനയില്‍ അഭയാര്‍ത്ഥികള്‍ തങ്ങളുടെ ഊഴം കാത്ത് അഞ്ച് ആഴ്ചയിലധികം കഴിയേണ്ടിവന്നു. ഇപ്പോള്‍ കാത്തിരിപ്പ് മണിക്കൂറുകള്‍ മതിയെന്നാണ് റിപ്പോര്‍ട്ട്. ആദ്യപരിശോധന കഴിയുന്ന അഭയാര്‍ത്ഥികള്‍ സ്വന്തം നാട്ടിലേയ്ക്ക് തിരിച്ചയയ്ക്കപ്പെട്ടാല്‍ ജീവന് ഭീഷണി ഉണ്ടാകുമെന്ന് വിശ്വസനീയ തെളിവുകല്‍ ഹാജരാക്കണം. ഇവ തൃപ്തികരമെന്ന് തോന്നിയാല്‍ ബോര്‍ഡര്‍ പ്രൊട്ടക്ഷന് അധികാരികള്‍ ഇവരെ അമേരിക്കയിലേയ്ക്ക് കടക്കുവാന്‍ അനുവദിക്കുന്നു. പിന്നീട് ഇമിഗ്രേഷന്‍ ജഡ്ജിമാരുടെ മുന്നിലെ നീണ്ട നടപടിക്രമം ആരംഭിക്കുന്നു.
യു.എസ്.കസ്റ്റംസ് ആന്‍ഡ് ബോര്‍ഡര്‍ പ്രൊട്ടക്ഷന് 300 പേരെ വരെ ഒരു സമയം അതിര്‍ത്തിയില്‍ സൂക്ഷിക്കുവാന്‍ കഴിയും. ഇതിന് ശേഷം ഇവരെ യു.എസ്. ഇമിഗ്രേഷന്‍ ആന്റ് കസ്റ്റംസ് എന്‍ഫോഴ്‌സ്‌മെന്റി(ഐസ്) ന് അയയ്ക്കുമെന്നും, ഐസാണ് തീരുമാനിക്കുന്നത് ഇവരെ കൂടുതല്‍ കാലം തടവില്‍ വയ്ക്കണോ ആങ്കിള്‍ മോണിട്ടറുകള്‍ ധരിച്ച് അമേരിക്കയ്ക്കുള്ളില്‍ വിടാമോ എന്ന്.
ഒരു ബോര്‍ഡര്‍ ക്രോസിംഗില്‍ ഞായറാഴ്ച അമേരിക്കന്‍ അഭിഭാഷകര്‍ ക്ലിനിക്കുകള്‍ നടത്തും. കാരവന്‍ അംഗങ്ങളുമായി കൂടിക്കാഴ്ച നടത്തി അവരുടെ അപേക്ഷകള്‍ പരിശോധിച്ച് അവര്‍ക്ക് എന്തൊക്കെ പ്രതീക്ഷിക്കാം എന്ന് അറിയിക്കും.
പ്രവര്‍ത്തന രഹിതമായ ഒരു അതിര്‍ത്തിയും അപകടകരമായ ഭീഷണിയുമാണ് ട്രമ്പും അനുയായികളും കാരവനുകളെ വിശേഷിപ്പിച്ചത്. ഈ കാരവനുകളിലെ ആളുകളെ നമ്മുടെ രാജ്യത്തേയ്ക്ക് കടക്കാന്‍ അനുവദിക്കരുത്. അനുവദിച്ചാല്‍ അത് അപമാനകരമായിരിക്കും എന്ന് ട്രമ്പ് ട്വീറ്റ് ചെയ്തു.
