വാഷിംഗ്ടണ്‍: അമേരിക്ക 195 രാജ്യങ്ങള്‍ ഒപ്പ് വെച്ച കാലാവസ്ഥ വ്യതിയാന ഉടമ്പടിയില്‍ പിന്മാറുമെന്ന് നേരത്തെ തന്നെ റിപ്പോര്‍ട്ടുണ്ടായിരുന്നു. പ്രസിഡന്റ് ഡൊണാള്‍ഡ് ട്രമ്പ് ഇത് സ്ഥിതീകരിച്ചു. വ്യവസ്ഥകള്‍ക്ക് മാറ്റം വരുത്തി ഒരു പുതിയ ഉടമ്പടി ഉണ്ടാക്കുവാന്‍ ശ്രമിക്കുമെന്ന് പറയുകയും ചെയ്തു. ആഗോളതാപനം തടയുവാനുള്ള ശ്രമങ്ങളുടെ ഒരു നാഴികക്കല്ലായാണ് ഉടമ്പടി അറിയപ്പെട്ടിരുന്നത്. ആഗോളതാപനത്തെ കുറിച്ച് ഗവേഷണം നടത്തി പ്രബന്ധങ്ങള്‍ പ്രസിദ്ധീകരിച്ച് അല്‍ഗോര്‍ വൈസ് പ്രസിഡന്റായിരിക്കുമ്പോള്‍ നോബല്‍ സമ്മാനം നേടിയതാണ്. അമേരിക്കയുടെ തന്നെ ഒരു പ്രസിഡന്റ് ആഗോള താപനം നിയന്ത്രിക്കുവാനുള്ള ശ്രമങ്ങളുടെ ഭാഗമായ ഉടമ്പടിയില്‍ നിന്ന് പുറത്ത് കടക്കുവാന്‍ ശ്രമിക്കുന്നത് വിരോധാഭാസമായി തോന്നാം.
ആഗോളതാപനം ഉയരുന്നത് ഈ നൂറ്റാണ്ടില്‍ രണ്ട് ഡിഗ്രി സെല്‍സിയസില്‍ കുറവായി നിലനിര്‍ത്തുവാന്‍ ശ്രമിക്കും എന്നാണ് 195 രാജ്യങ്ങല്‍ ഒപ്പിട്ട ഉടമ്പടി. ഇത് 1.5 ഡിഗ്രി സെല്‍സിയസില്‍ നിര്‍ത്തുകയായിരിക്കണം പരമോന്നത ലക്ഷ്യം. ഇതിനായി എല്ലാ രാഷ്ട്രങ്ങളും പരമാവധി ശ്രമിക്കും. 2030 വരെ എല്ലാ രാജ്യങ്ങളും നല്‍കിയ താപനില കുറക്കുമെന്ന് വാഗ്ദാനത്തിന്റെ 21% വും അമേരിക്കയുടേതാണ്.
2015 ലെ ഉടമ്പടിയില്‍ നിന്ന് ട്രമ്പ് പിന്മാറുമെന്ന് ആഴ്ചകളായി അഭ്യൂഹം ഉണ്ടായിരുന്നു. അമേരിക്ക ഉടമ്പടിയില്‍ തുടരുന്നത് സമ്പദ്ഘടനക്ക് ദോഷം ചെയ്യും, തൊഴില്‍ സാധ്യത കുറക്കും അപ്ലാച്ചിയ, പശ്ചിമ മേഖലകളുടെ പുരോഗതിക്ക് തടസമാവും, ഇവക്കെല്ലാമുപരി ട്രമ്പിന്റെ അമേരിക്ക ഫസ്റ്റ് മുദ്രാവാക്യത്തിന് വിരുദ്ധമാണ് എന്ന് വാദങ്ങള്‍ ഉണ്ടായി.
അമേരിക്കയിലെ വ്യവസായ പ്രമുഖര്‍- ആപ്പിളിന്റെ ചീഫ് എക്‌സിക്യൂട്ടീവ് ടീം കുക്ക്, ടെസ്ലയുടെ ചീഫ എക്‌സിക്യൂട്ടീവ് എലന്‍ മസ്‌ക് തൂടങ്ങിയവര്‍ ഉടമ്പടിയില്‍ തുടരാന്‍ ട്രമ്പിനെ ഉപദേശിച്ചു. ഉടമ്പടിയില്‍ നിന്ന് പിന്മാറിയാല്‍ വൈറ്റ് ഹൗസിന്റെ 2 ഉപദേശക സമിതികളില്‍ നിന്ന് പിന്മാറിയാല്‍ വൈറ്റ് ഹൗസിന്റെ രണ്ട് ഉപദേശക സമിതികളില്‍ നിന്ന് താന്‍ രാജിവയ്ക്കുമെന്ന് മസ്‌ക് ഭീഷണി മുഴക്കി. മറ്റ് പലരും നടത്തിയ ശക്തമായ ലോബിയിംഗ് തള്ളിയാണ് ട്രമ്പ് തീരുമാനം എടുത്തത്.
ഉടമ്പടിയിലെ ഏറ്റവും വലിയ സമ്പദ് വ്യവസ്ഥ അമേരിക്കയുടേതാണ്. രണ്ടാമത്തെ വലിയ ഗ്രീന്‍ ഹൗസ് പൊള്യൂട്ടറും അമേരിക്കയാണ്. അമേരിക്കയുടെ പിന്മാറ്റം പരിണിത ഫലങ്ങള്‍ സൃഷ്ടിക്കും, ചില രാജ്യങ്ങള്‍ അമേരിക്കയെ പിന്തുടര്‍ന്നേക്കും. മറ്റ് ചില രാജ്യങ്ങള്‍ വലിയ താല്‍പര്യം ഇല്ലാതെ ഉടമ്പടിയില്‍ തുടരും. ഇന്ത്യ ഫിലിപ്പൈന്‍സ്, മലേഷ്യ, ഇന്‍ഡോനേഷ്യ എന്നീ രാഷ്ട്രങ്ങള്‍ മടിച്ച് മടിച്ചാണ് ഉടമ്പടിയില്‍ ഒപ്പ് വച്ചതെന്നാണ് റിപ്പോര്‍ട്ട്. ാേ
ഉടമ്പടിയുടെ പ്രാധാന്യം നഷ്ടമാകുന്നതോടെ താപനം അപകടകരമായ 3.6 ഡിര്ഗി സെല്‍സിയസും കടന്നേക്കും എന്ന് ഭയപ്പെടുന്നവരുണ്ട്.

A letter sent to the White House last week — signed by 22 of the most conservative Republicans in the U.S. Senate — rejected the overwhelming global scientific consensus behind climate change in favor of short-term economic growth. Senator James Inhofe (R-Oklahoma) led the coalition of Republicans who co-signed the letter, which calls on Trump to exit the climate accords so he can successfully repeal the Obama administration’s Clean Power Plan. ExxonMobil was one of the chief opponents of the Clean Power Plan, with then-CEO Rex Tillerson (who is now Trump’s Secretary of State) blasting the proposal in a 2015 speech.
“A key risk to fulfilling this objective is remaining in the Paris Agreement. Because of existing provisions within the Clean Air Act and others embedded in the Paris Agreement, remaining in it would subject the United States to significant litigation risk that could upend your administration’s ability to fulfill its goal of rescinding the Clean Power Plan,” the letter reads. “Accordingly, we strongly encourage you to make a clean break from the Paris Agreement.”
Inhofe, who has served in the Senate since 1994, has received $1.8 million from the oil and gas industry throughout his career, according to the Center for Responsive Politics, making the industry his top donor by more than $1 million. Here’s how much all of the letter’s co-signers received from the industry throughout their senate careers, ranging from $184,250 for Senator David Perdue (R-Georgia) to more than $3 million for John Cornyn (R-Texas).
(It should be noted that Luther Strange, the junior senator from Alabama, has only been in his position since January of 2017, as he was appointed to fill the seat vacated by Jeff Sessions when he was confirmed as Attorney General, and no donor data is immediately available for him as of this writing.)
